I presented the findings of the report titled 'Gender analysis for measuring economic governance for business development in the Lao People’s Democratic Republic' at the National Policy Dialogue on Improving the Business Environment held in Vientiane. Relying on survey and empirical data, the report examines how laws can impact differently on men and women. One such finding is that the PM Decree (PMO 02/2018) aimed at simplifying the business registration process, has resulted in women led enterprises incurring greater time and costs to register their businesses than men led enterprises. It points to the context in which law operates and calls for greater attention to be paid to law's hidden biases.
