南非基础教育质量提升的路徑

South Africa, just like China, is a developing country with relatively developed economy in its transition. Since the end of apartheid in 1994, South Africa has been committed to the development of education. In order to improve education quality, in 2010 the South Africa government issued “Action Plan to 2014: Towards the Realization of Schooling 2025” which contains the long term goals of basic education. After reflecting and integrating the efforts it has been made to improve basic education quality since the new century, South Africa government established and implemented a measure-framework which is pillared by four parts as following: Improving quality of teaching and learning; Undertaking regular assessment to track progresses; Improving early childhood development and building “outcome-based” planning & accountability system. South Africa’s measures of improving basic education quality can inspire us especially its “outcome-based” educational management philosophy and “system-structure-extern” governing principles.
