Abstract
This paper analyzes China's role in the changing governance of Arctic. The current international legal regime on the Arctic is fragmented. It is not sufficient to cope with the changing Arctic caused by climate change. It is suggested that China could actively make use of different international forums, such as International Maritime Organization, Food and Agriculture Organization and Arctic Council to maximize its Arctic interests. China's position on the adoption of a mandatory polar code within the International Maritime Organization is discussed as well.
