Abstract

Objective: Taking the comprehensive reform effectiveness evaluation of drug prices in public hospitals of Jiangsu as an example, Synthetic Control Method(SCM) is introduced to discuss the application value and limit in health policy evaluation.
Methods: Literatures of previous studies using SCM were retrieved in PubMed. Taking Zhenjiang as the treatment city, it constructs the control group using other 12 cities in Jiangsu, so as to evaluate the changing level of outpatient and inpatient proportion in Zhenjiang from 2012 to 2015 based on SCM evaluation.
Results: The proportional drug expenditure over the per visit expenditure in Zhenjiang outpatient and inpatient dropped by 7.70% and 3.20% in 2015, respectively. When the model is not constructed, the proportions decreases by 6.90% and 9.00%, respectively. Compared with direct comparison, the effect of reform in outpatient in Zhenjiang is higher, and the effect of reform in inpatients is lower.
Conclusion: Through introducing the information of multiple non-reform units into the control group, SCM elaborates other mixed influencing factors before and after the reform, which has better application future in health field.
