Abstract

This paper is a contribution to the current debate on energy efficiency. It presents a stochastic optimisation model which has been applied to an existing hydro-thermal electricity generation planning problem in Port Moresby, Papua New Guinea. The model accounts explicitly for the uncertainty and seasonal variation inherent in hydro-thermal electricity demand and supply. Policy implications drawn from the application of the model are discussed.
