Abstract

Although a nautical metaphor, it is much beloved by economists of a certain persuasion to argue that an overall lift in economic prosperity benefits everyone. John F. Kennedy used it often to justify various policy proposals. Kennedy was a president with many fine qualities, but expertise in economics was not one of them.
