abstract = "A rectangular dielectric resonator antenna (DRA) is proposed over a metasurface for achieving wideband circularly polarized radiation. The antenna consists of a rectangular DR, a metasurface, and a coaxial probe. The metasurface-based ground plane has improved the 3-dB axial ratio bandwidth and gain of the rectangular DRA. This DRA over the metasurface, which consists of an array of {"}+{"} shaped unit cells, exhibits a wideband 3-dB axial ratio bandwidth of 19{\%} (4.45 GHz-5.39 GHz) with less than 2-VSWR and a realized gain of more than 6.0 dBic across a frequency range from 4 GHz to 5. 25 GHz.",
