Abstract
One way to provide flexibility in a cellular radio network is to make use of cell overlaps. Three strategies which make use of this principle are examined. Rearrangement, a Least Busy Cell strategy and a strategy which makes use of Channel Reservation. The last two strategies are assessed with networks under a uniform traffic load and under a non-uniform load.
