Abstract
In this chapter I search for the limits of the idea of progress in an assessment of the Papua Road Map (PRM; Widjojo et al. 2009). I ask, how can the progress-oriented engagement of the PRM with the dispossession of Papuans, while commendable, also be read as one of its weaknesses? The PRM was presented as a reference and strategy for researchers and policy makers interested in improving the situation in Papua. It is not my intention to assess the success of the PRM in Papua so far but merely to reflect on some of its key points of departure from the perspective of Papuan orientations towards being and becoming. These Papuan orientations arise from connections to place, memories, sharing stories, travel, religion, engagements with non-human entities, and encounters with the state and marginalisation. I will argue that for future development and conflict reconciliation in Papua one needs to engage with such orientations even as they may appear out of time.
