Abstract

China’s use of funding, voting, and discursive tactics shapes outcomes at international institutions. A less understood theme of China’s influence are the PRC’s international civil servants that form part of the United Nations bureaucracy. What is China’s ‘bureaucratic footprint’ at the United Nations? This analysis provides a brief overview of China’s leadership posts currently held at the United Nations, the pay-offs for China from these leadership posts, and explores some issues to consider in the context of the debate on China’s reform of international institutions.
