Abstract

There is constitutional confusion on tax and asylum-seeker issues. First, the taxing problem. Kevin Rudd, in announcing Labor's northern development plan, said he was confident reducing the company tax rate in the Northern Territory to 20 per cent (a third less than in the rest of Australia) would be constitutionally sound. This is unlikely.
