Abstract

This review identifies opportunities, approaches and tools to help embed circular economy principles within NSW government business case processes for precincts and infrastructure. It is understood that these multi-stage business case processes can inform and underpin infrastructure decisions, which then significantly shape the form and operation of our current and future precincts, towns, and cities. So, the business case process can be seen as a point of leverage. Small shifts in phrasing, emphasis, guidelines and tools can lead to significant changes in billions of dollars invested in the construction and operation of precincts and infrastructure and in the waste streams, emissions, employment and contributions to GDP that they generate.
