Abstract

Relying on survey evidence and empirical research, this report analyses women and men’s experiences of doing business in the Lao People’s Democratic Republic and demonstrates how women and men are impacted differently by the same regulations which illustrates the hidden bias inherent in a ‘one-size-fits-all’ approach to reform. In particular, it looks at the Lao PDR Prime Minister’s Order No. 02 (PMO 02/2018), which aims to improve the country’s business environment by simplifying the process for obtaining business registration. It is the first report to undertake a gender analysis, drawing our attention to the socio-cultural-political context in which legal and economic governance occurs. The recommendations informed the country's National Policy Dialogue on Improving the Business Environment in May 2022.
