Abstract
The fact that Australia sells uranium to China on the basis that Beijing is a signatory to the NPT demonstrates the folly of relying too heavily on membership of the NPT as a defining measure of a country's commitment to nuclear non-proliferation. [...] India has agreed to abide by international nuclear export controls, to separate its civilian and military nuclear programs, and to place the latter under International Atomic Energy Agency safeguards.
