Law enforcement at the forest-finance nexus in Papua New Guinea: leveraging tools against financial crime in defence of the environment

Abstract

This chapter explores the forest-finance nexus, using the case study of Papua New Guinea (PNG) to demonstrate how financial crimes—such as corruption, tax evasion, and money laundering—enable forest crime and secure the profitability of environmentally destructive practices such as illegal logging and the trade in illicit timber products. In response to the harmful impacts of forest crime in PNG and the continued inadequacy of PNG’s forest law framework, authorities are experimenting with novel enforcement strategies. This chapter provides specific examples of how anti-money laundering, anti-corruption, and tax law frameworks, are being leveraged in PNG to undermine the profitability of forest crime and hold criminal enterprises accountable for their illicit and environmentally destructive acts. Building on examples from PNG, the chapter presents practical recommendations for leveraging the forest-finance nexus to better protect vital forest ecosystems and strengthen financial integrity on a global scale.
