    Abstract

    In her radio address to the nation on November 17, 2001, just over two months after the al-Qaeda terrorist attacks, First Lady Laura Bush pointed to the rights and freedom of women as one of the justifications for military intervention in Afghanistan: The brutal oppression of women is a central goal of terrorists. Civilized people throughout the world are speaking out in horror—not only because our hearts break for the women and children in Afghanistan but also because in Afghanistan we see the world the terrorists would like to impose on the rest of us.1.
