Abstract
This recommendation paper sets out responses to sections of the draft National Hydrogen Regulatory Guidebook: Pipelines (the draft Guidebook). The authors both have a background in the regulation of energy technologies – please see Appendix A for a select list of academic publications in this area. Both authors are also part of the Transforming Energy Markets (TEM) Research Centre at Macquarie University. TEM draws on interdisciplinary expertise in economics, finance, engineering and law to address one of society’s greatest challenges, being the energy transition.
The submission also draws on the findings of Project HyCAN — a twelve-month international research fellowship conducted between the Transforming Energy Markets Centre at Macquarie University and the Groningen Centre of Energy Law and Sustainability (GCELS) at the University of Gronigen.
