Abstract
The article contains an anlysis of Part XIC of the Trade Practices Act 1974 (Cth) and considers the terms on which Telstra should be required to provide access to competitiors to its copper network infrastructure. Section 51 (xxxi) of the Constitution is considered in the context of the just acquisition of property.
