    Abstract

    This article aims to examine the debate caused by the construction of multifunctional and administrative city of Sejong. The city was planned in order to diminish the excessive concentration to Seoul and to conduct an equal and balanced development of the national territory, especially between Seoul metropolitan area and province through the displacement of a part of central government to Sejong City. The opponents claim that thhis displacement will bring out an administrative and economic inefficiency. While the government party is on the opposite side, the opposition parties are on the affirmative, and the public opinion in Seoul metropolitan area is more on the opposite side than that of the province. But the situation is more complex. The debate on Sejon City seems to actually calm down, but it could return especially in 2012 when the general election will take place.
